Police Constable Nicholas Angel, a high-achieving officer of the Metropolitan Police Service, is transferred to the village of Sandford, Gloucestershire. Sandford is a crime-free idyll, a regular winner of "Village of the Year" awards, watched over by the Neighbourhood Watch Alliance (NWA). To Angel's frustration, the local police service is lazy and complacent. His new partner is Danny Butterman, son of Inspector Frank Butterman, who adores action and buddy cop films.
After a local performance of Romeo and Juliet,
the lead actors, who are suspected of engaging in an affair, are
murdered by a cloaked figure. Angel suspects foul play, but everyone
else passes it off as an accident. When Angel is called to resolve a
neighborhood dispute, he discovers a stash of unlicensed firearms and an
old naval mine
in an elderly man's shed. Angel confiscates the stash and locks it in
the police station's evidence room. In the village pub, Danny and Angel
meet Simon Skinner, the villainous manager of the local supermarket, and
George Merchant, a wealthy drunkard. Angel slowly warms to Danny and
they watch action movies at Danny's home.
Angel witnesses several more gruesome murders, which are dismissed by
the locals and most of the other officers as accidents. Merchant is
killed when someone sets off a gas explosion that destroys his mansion.
At the local fair, Tim Messenger, editor of the Sandford Citizen,
approaches Angel, claiming to have information regarding Merchant, only
to be killed by a robed figure. Angel persuades Frank that Messenger
was murdered and starts to suspect that the killings are connected to a
recent property deal. Leslie Tiller, the village florist, is murdered
right after telling Angel that she intends to move out of Sandford.
Angel gives chase but loses the killer. He accuses Skinner of the
murders, but Skinner's alibi is backed up by video footage. Angel
theorises that there are multiple killers, but Frank dismisses the idea.
When he returns to his room, Angel is attacked by Michael Armstrong,
one of Skinner's employees. Angel knocks out Armstrong and follows clues
that lead him to a secret NWA meeting. Angel confronts Skinner and the
NWA and tries to arrest them. The group reveals that they kill residents
who threaten Sandford's chances of winning the "Village of the Year"
award, mostly for petty reasons. Frank reveals himself to be the leader
and founder of the NWA. Angel flees and discovers the bodies of the
NWA's victims. As the NWA corners Angel, Danny appears and fakes Angel's
murder. Pretending to dispose of the body, Danny helps Angel escape the
NWA, and convinces him to leave the village for his own safety.
At a petrol station, Angel sees some of the action films he watched
with Danny on sale. Inspired, he returns to Sandford, where he arms
himself with the confiscated guns and reunites with Danny. They engage
in shootouts with the NWA. Frank sends the other officers to intervene,
but Angel and Danny persuade them to join their battle against the NWA.
They besiege the supermarket, forcing Skinner and Frank to flee. After a
car chase, Angel fights Skinner at a model village
of Sandford, which ends with Skinner being impaled on the miniature
village church and arrested. Frank crashes a car while trying to escape
and is also arrested.
Angel's former superiors beg him to return to London, as the crime
rate has risen in his absence, but Angel remains in Sandford. Tom
Weaver, the last NWA member, bursts in to the police station and tries
to shoot Angel; Danny dives in front of the blast, saving Angel, and
Weaver accidentally activates the confiscated naval mine, killing
himself and destroying the station. One year later, Angel and Danny are
in charge of the Sandford Police as Inspector and Sergeant.
